fix: install dependencies directly instead of building package
Hatchling couldn't find the package directory. Since we run the app directly with uvicorn (not as an installed library), install deps explicitly in Dockerfile. Co-Authored-By: Claude Opus 4.6 (1M context) <noreply@anthropic.com>
