fix: translate $LegalAssistance panel tab via "tabs" i18n key

Bottom panel tab labels with $ prefix resolve via translate(key, 'tabs', scope),
not 'labels'. Added "tabs" section to Case.json (fa_IR/he_IL/en_US).
